బ్రసెల్స్‌: ఉక్రెయిన్‌–రష్యాల మధ్య ఉద్రిక్తతలతో యూరప్‌ దేశాలు నానా తంటాలు పడుతున్నాయి. యుద్ధ ప్రభావాలతో ఇంధనాల రేట్లు ఎగిసిన నేపథ్యంలో.. ఉమ్మడి కరెన్సీగా యూరోను ఉపయోగించే 19 దేశాల్లో ధరల పెరుగుదల ఏప్రిల్‌లో మరో రికార్డు స్థాయికి చేరింది. మార్చిలో ద్రవ్యోల్బణం 7.4 శాతంగా ఉండగా.. తాజాగా ఏప్రిల్‌లో ఇది 7.5 శాతానికి చేరింది. దీంతో యూరోజోన్‌లో వరుసగా ఆరో నెలా కొత్త రికార్డు స్థాయి నమోదైనట్లయింది. ఫలితంగా కరోనావైరస్‌ మహమ్మారి నుంచి బైటపడే అవకాశాలపై తీవ్ర ప్రభావాలు పడతాయన్న ఆందోళన వ్యక్తం అవుతోంది. యూరోజోన్‌ దేశాల్లో 34.3 కోట్ల మంది పైగా ప్రజలు ఉన్నారు. అమెరికాలో ద్రవ్యోల్బణాన్ని రికార్డు స్థాయికి ఎగదోసిన అంశాలే ప్రస్తుతం యూరోజోన్‌లో ధరల పెరుగుదలకు కారణమని పరిశీలకులు తెలిపారు.   ఇంధన ధరలు 38 శాతం అప్‌.. ఉక్రెయిన్‌పై రష్యా దాడులతో ఇంధన ధరలు 38 శాతం పెరిగాయని యూరోస్టాట్‌ వెల్లడించింది. యుద్ధ ప్రభావంతో ప్రపంచంలోనే అతి పెద్ద చమురు ఎగుమతి దేశాల్లో ఒకటైన రష్యా నుంచి చమురు, గ్యాస్‌ సరఫరాల్లో ఆటంకాలు ఏర్పడతాయన్న ఆందోళనల కారణంగా ఈ రెండు ఉత్పత్తుల ధరలు ఒక్కసారిగా పెరిగాయి. చమురు ఎగుమతి దేశాలు, రష్యా సహా వాటి అనుబంధ దేశాలు.. ఉత్పత్తిని పెంచే విషయంలో ఆచి తూచి వ్యవహరిస్తుండటంతో సమస్య మరింత జటిలం అవుతోంది. ఇక ముడి సరుకులు, విడిభాగాల సరఫరాలో అవరోధాలు దీన్ని ఇంకా తీవ్రం చేస్తున్నాయి. ప్రజలు, ప్రభుత్వాలకు ద్రవ్యోల్బణం సెగ గట్టిగానే తగులుతోంది.  భవిష్యత్తుపై దీనిపై తీవ్ర ఆందోళన నెలకొంది. ముందు నుయ్యి.. వెనుక గొయ్యి.. ఇంధన అవసరాల కోసం రష్యా మీద ఆధారపడిన యూరప్‌ దేశాల పరిస్థితి ప్రస్తుతం ముందు నుయ్యి వెనుక గొయ్యి లాగా తయారైంది. ఉక్రెయిన్‌ మీద దాడికి దిగిన రష్యా మీద రాజకీయ అవసరాల రీత్యా పోటాపోటీగా ఆంక్షలు ప్రకటించక తప్పడం లేదు. కానీ వాటిని పాటించే పరిస్థి తి లేదు. తమ తమ దేశాల్లో హీటింగ్, విద్యు త్, ఇంధన అవసరాల రీత్యా రష్యా నుంచి ఇంధన దిగుమతులను రద్దు చేసుకునే పరిస్థితుల్లో అవి లేవు. ఇలా రష్యా–ఉక్రెయిన్‌ యుద్ధం మొత్తం మీద యూరోజోన్‌ ఆర్థిక రికవరీకి తీవ్ర విఘాతం కలిగించేదిగా మారిందని ఫిచ్‌ రేటింగ్స్‌ ఎకనమిక్స్‌ టీమ్‌ డైరెక్టర్‌ తేజ్‌ పారిఖ్‌ అభిప్రాయపడ్డారు. అటు పెరిగిపోతున్న ద్రవ్యోల్బణాన్ని కట్టడి చేసేందుకు వడ్డీ రేట్లను పెంచాలని యూరోపియన్‌ సెంట్రల్‌ బ్యాంక్‌పై ఒత్తిళ్లు పెరుగుతున్నాయి. కానీ ధరలను అదుపు చేసేందుకు రేట్లు పెంచితే .. కోవిడ్, ఇంధన కొరత, యుద్ధం వంటి దెబ్బల నుంచి ఎకానమీలు కోలుకోవడానికి విఘాతం కలుగుతుందనే అభిప్రాయాలు నెలకొన్నాయి. ఇప్పటికే ఒమిక్రాన్‌ వ్యాప్తిని కట్టడి చేసేందుకు ప్రభుత్వాలు విధించిన ఆంక్షలతో 2021 తొలి త్రైమాసికంలో ఆర్థిక వృద్ధి 0.3% నుంచి 0.2%కి మందగించడం వీటికి మరింత ఊతమిస్తున్నాయి. తొలి త్రైమాసికం మధ్యలో మొదలైన యుద్ధ (ఫిబ్రవరి 24) ప్రభావాలు రానున్న నెలల్లో కూడా కనిపిస్తాయని విశ్లేషకులు తెలిపారు. పెరుగుతున్న ద్రవ్యోల్బణం, ఉక్రెయిన్‌ యుద్ధ ఫలితాలతో రెండో త్రైమాసికంలో యూరోజోన్‌ స్థూల దేశీయోత్పత్తి (జీడీపీ) మంద గించే అవకాశం ఉందని వారు పేర్కొన్నారు. ఏప్రిల్‌లో ద్రవ్యోల్బణం ఎగియడాన్ని చూస్తే జూలైలో ఈసీబీ వడ్డీ రేట్లు పెంచే అవకాశాలు కనిపిస్తున్నాయని వివరించారు.

      The prestigious Padma Awards for 2014 were announced which includes Padma Vibhushan for two individuals, Padma Bhushan for 24 and Padma Shri for 101 people. Out of 127 awardees 27 are women. Padma Vibhushan awardees are Raghunath Mashelkar (Science & Engineering) and yoga guru B.K.S. Iyengar.
      Shinzo Abe became the first Japanese Prime Minister to be the chief guest at India's 65th Republic Day celebrations on January 26, 2014.   
      Janet Yellen is the first woman ever to head the United States central bank Federal Reserve.
      Sub-Inspector K. Prasad Babu was conferred the Ashok Chakra posthumously on the 65th Republic Day by the President Pranab Mukherjee. K. Prasad Babu was from Andhra Pradesh. He was given this award for an anti-Maoist operation near Andhra Pradesh- Chhattisgarh border. Ashok Chakra is India's highest peacetime gallantry award.
      Matteo  Renzi became the youngest Italian Prime Minister in February 2014. He is 39 years old.  
      Sushil Koirala assumed office as the Prime Minister of Nepal on February 11, 2014. He is also the President of the Nepali Congress Party.
      N.Ramachandran was elected the new President of the Indian Olympic Association (IOA) in February 2014. He is also the World Squash Federation President.
      Satya Nadella, an Indian American, was appointed the Chief Executive Officer of Microsoft on February 4, 2014. He succeeded Steve Ballmer.
      Former Supreme Court judge Ashok Kumar Mathur has been appointed the Chairman of the 7th Pay Commission.
      Eminent Gandhian and environmentalist Chandi Prasad Bhatt was selected for the 2013 Gandhi Peace Prize. He is one of the pioneers of the Chipko movement. He was awarded the Ramon Magsaysay Award in 1982.
      Famous Hindi writer Vishwanath Tripathi has been selected for the prestigious Vyas Samman for the year 2013 for his memoir 'Vyomkesh Darvesh'. Vyas Samman is a literary award given by the K.K. Birla Foundation.

      Renowned Hindi author Govind Mishra was selected for the Saraswati Samman for the year 2013 for his book "Dhool Paudho Par". He is the second Hindi author to receive the honor after the late Harivansh Rai Bachchan in 1991.

      Eminent film lyricist Gulzar was chosen for the coveted Dadasaheb Phalke Award for 2013. This award is the highest film award in India.
      The people of Crimea voted to become part of Russia in a referendum in March 2014. The leaders of Group of Eight (G8) countries suspended Russia from the group on the issue of annexation of Crimea by Russia. Crimea was separated from Ukraine.
      The third Bay of Bengal Initiative for Multi Sectoral, Technical and Economic Cooperation (BIMSTEC) Summit was held in Nay Pyi Taw, Myanmar in March 2014.  India, Bangladesh, Bhutan, Nepal, Sri Lanka, Myanmar and Thailand are the seven members of this group. Sumith Nakandala of Sri Lanka is the Secretary General. The Secretariat of BIMSTEC is established in Dhaka, Bangladesh.

      Renowned cinematographer V.K. Murthy passed away. He won the Dadasaheb Phalke Award for the year 2008. He shot India's first cinemascope movie 'Kagaz ke Phool'.
      RBI gave approvals to IDFC Ltd and Bandhan Financial Services Private Limited to start new banks. IDFC is an infrastructure finance company based in Mumbai and Bandhan is a micro lender based in Kolkata.

 సంక్షోభం వల్ల నిరుద్యోగం, అల్ప వేతనాలు, పేదరికంతో అల్లాడుతున్న ప్రజలలో ఈయూ, యూరో కరెన్సీల పట్ల వ్యతిరేకత పెరుగుతోంది. విదేశీయుల పట్ల గుడ్డి వ్యతిరేకత, జాత్యహంకారం వ్యాపిస్తున్నాయి. యుద్ధానంతర కాలపు మహా విషాదంలో యూరో అధినేతలు బఫూన్లలా వినోదం పంచుతున్నారు.
  
  ఎంతటి విషాదంలోనైనా వినోదాన్ని పంచగల సమర్థత యూరోపియన్ యూనియన్ (ఈయూ) అధినాయకులకు, దేశాధినేతలకే సాధ్యం. ఇటలీ ప్రధాని ఎర్నికో లెట్టా రేపెప్పుడో యూరోపియన్ యూనియన్ పార్లమెంటుకు జరిగే ఎన్నికల్లో పొంచి ఉన్న ముప్పును గురించి దిగులు పడిపోతున్నారు. వచ్చే మేలో జరిగే ఆ ఎన్నికల్లో ‘యూరో సంశయవాదులు, ఈయూ వ్యతిరేకులు’ అధికారంలోకి రానున్నారని బెంగ పెట్టేసుకున్నారు. ఇంతకూ రేపు ఆయన అధికారంలో ఉంటారో లేదో తెలియదు! మధ్యేవాద వామపక్షమైన డెమోక్రటిక్ పార్టీ (పీడీ) అధినేత లూగీ బెర్సానీ స్వయంగా మితవాదులతో చేతులు కలిపి ‘మడి’ మంటగలుపుకోలేక... ఫిబ్రవరిలో లెట్టాను ప్రధానిని చేసారు. ఆ ‘అంటరాని’ పార్టీ (పీడీఎల్) అధినేత, మాజీ ప్రధాని సిల్వియో బెర్లుస్కోనీ దయాదాక్షిణ్యాలపై బతుకుతున్న ప్రభుత్వానికి ముప్పు రానేవచ్చింది. ఎన్నికల కోసం తెగ ఆరాటపడుతున్న బెర్లుస్కోనీ ‘మహా కూటమి’ ప్రభుత్వంలోని తమ మంత్రుల చేత రాజీనా మాలు చేయించారు. ఈ చర్యను వ్యతిరేకించే కొందరు ఆయన ఆదేశాలను ధిక్కరిస్తారని వినవస్తోంది. ఆ చీలిక వస్తుందో లేదో గానీ బెర్లుస్కోనీయే ‘చీలిక’కు రంగం సిద్ధం చేశారు. పార్టీ పేరును ‘ఫోర్జా ఇటాలియా’గా (ఇటలీ, లేచి రా) మార్చేశారు. ఎన్నికల కోసం అంగలారుస్తున్న నే త పార్టీ చీలికకు యత్నించడం మూర్ఖత్వం కాదా? బెర్లుస్కోనీ మూర్ఖుడు కాడు. లెట్టా గత నెల 30న హెచ్చరించిన ‘యూరో సంశయవాదులు, ఈయూ వ్యతిరేకుల’ ముప్పును బెర్లుస్కోనీ ముందుగానే గ్రహించారు.
  
  యూరో సంక్షోభం ఫలితంగా నిరుద్యోగం, అల్ప వేతనాలు, పేదరికంతోనూ, సంక్షేమ వ్యయాల కోతల తోనూ అల్లాడుతున్న యూరోపియన్లలో ఈయూ పట్ల, యూరో ఉమ్మడి కరెన్సీ పట్ల వ్యతిరేకత పెరుగుతోంది. వలస వచ్చిన విదేశీయుల పట్ల గుడ్డి వ్యతిరేకత, జాత్యహంకారం వ్యాపిస్తున్నాయి. లెట్టా హెచ్చరించిన ఆ ‘ముప్పు’ను ముద్దు చే సి పచ్చి మితవాద శక్తుల మద్దతుతో అధికారాన్ని అందుకోగలనని బెర్లుస్కోనీ ఆశ. దాన్ని వ్యతిరేకించేవారు దారికి రావడమో లేక బయటకు పోవాలనో ఆయన అభిమతం. ఎన్ని విన్యాసాలు చేసినా ఎన్నికలు జరిగితే ఫిబ్రవరి ఫలితాలు పునరావృతంగాక తప్పదు. ‘వీళ్లంతా అవినీతిపరులే. మూడు దశాబ్దాలుగా దేశాన్ని భ్రష్టు పట్టించారు. న్యాయం కోసం యుద్ధం ఇప్పుడే మొదలైంది’ అంటూ గత ఎన్నికల్లో గర్జించిన  బెప్పే గ్రిల్లే (ఫైవ్ స్టార్ మూవ్‌మెంట్ స్వతంత్ర ఉద్యమం) మళ్లీ ప్రతాపాన్ని చూపనున్నారు.  అప్పటిలాగే ఈ సుప్రసిద్ధ విదూషక చక్రవర్తి సునాయాసంగా 25 శాతం ఓట్లు సాధించగలుగుతారు. మళ్లీ రాజకీయ సంక్షోభం తప్పదు. బెర్లుస్కోనీ సృష్టించిన అస్థిర రాజకీయ పరిస్థితి ఈయూ, యూరోల నిరాశామయ భవితకు అద్దం పడుతుంది.
  
  ఇటలీ ఆర్థిక వృద్ధి ఈ ఏడాది 1.5 శాతంగా ఉంటుం దని లెట్టా అంటుంటే... ఊహించనదానికంటే వేగంగా క్షీణించిపోతోందని ప్రభుత్వ గణాంక శాఖ (మైనస్ 1.8 శాతం) గురువారం ప్రకటించింది. ఏప్రిల్‌లో లెట్టే ప్రభుత్వం ఈయూ బెయిలవుట్ సహాయాన్ని స్వీకరించినప్పుడే ఆరు నెలల్లో మరో బెయిలవుట్ తప్పదని నిపుణులు హెచ్చరించారు. యూరో జోన్‌లోని మూడో అతిపెద్ద ఆర్థిక వ్యవస్థ క్షీణతతో రెండో అతిపెద్ద ఆర్థిక వ్యవస్థ ఫ్రాన్స్‌కు గండం తప్పదని కూడా హెచ్చరించారు. ఆ గండం రానే వచ్చింది. రేటింగ్స్ సంస్థ ‘స్టాండర్డ్ అండ్ పూర్’ ఫ్రాన్స్ పరపతి స్తోమత రేటింగ్స్‌ను ఏఏ ప్లస్ నుంచి ఏఏకు తగ్గించింది. సోషలిస్టు అధ్యక్షునిగా ఫ్రాంకోయిస్ హాలెండే జనాదరణ రేటింగ్స్ 55 ఏళ్ల కనిష్టానికి... 25 శాతానికి ముందే పడిపోయాయి. ఈయూ నేతలు గ్రీస్, స్పెయిన్, ఇటలీ, పోర్చుగల్, ఐర్లాండ్, సైప్రస్ తదితర ‘రెండో తరగతి’ ఈయూ దేశాలలోనూ, స్వదేశాల్లోనూ అమలుచేస్తున్న ‘పొదుపు’ చర్యల పర్యవసానమిది.
  
  యూరో సంక్షోభ దేశాల్లో ఎక్కడా వృద్ధి అన్నదే కనిపించకున్నా జర్మనీ, బ్రిటన్‌ల వంటి దేశాల నామమాత్రపు వృద్ధితోనే సంక్షోభం నుంచి గట్టెక్కిపోయామని నాలుగు నెలల క్రితమే ఈయూ ప్రకటించింది. 2014లోయూరో జోన్ వృద్ధి రేటు 1.4 శాతంగా ఉంటుందని యూరోపియన్ కమిషన్ అంచనా వేసింది. దాన్ని రెండోసారి సవరించి సోమవారం  1.1 శాతం వృద్ధి మాత్రమే సాధ్యమేనని ప్రకటించింది. అయినా నిస్సిగ్గుగా ‘స్పష్టమైన సానుకూల సంకేతాలు కనిపిస్తున్నాయి,’ ‘మలుపు తిరుగుతున్నాం’ అంటోంది. అంతే నిస్సిగ్గుగా హాలెండే సైతం 0.5 శాతం వృద్ధికే సంబరపడుతూ పరిస్థితి ఆశావహంగా ఉన్నదని అంటున్నారు. యుద్ధానంతర యూరప్‌లోని గొప్ప విషాద పరిస్థితుల్లో యూరో అధినేతలు బఫూన్లుగా మారి వినోదం పం చడం విశేషం.
