నగ్నంగా నిల్చోబెట్టి వైద్య పరీక్షలు
సూరత్: ‘పీరియడ్స్’లో ఉన్న విద్యార్థినులను గుర్తించేందుకు కాలేజ్ హాస్టల్లో వారి లోదుస్తులను విప్పించిన అమానవీయ ఘటన మరవకముందే.. అదే రాష్ట్రంలో మరో ఘటన జరిగింది. వైద్య పరీక్షల కోసం ఆసుపత్రికి వచ్చిన సూరత్ మున్సిపల్ కార్పొరేషన్(ఎస్ఎంసీ)లోని ట్రైనీ మహిళా క్లర్క్లను అందరినీ ఒకే చోట నగ్నంగా నిల్చోబెట్టి అవమానించారు. దీనిపై శుక్రవారం సూరత్ మున్సిపల్ కమిషనర్ విచారణకు ఆదేశించారు. సూరత్ మున్సిపల్ కార్పొరేషన్లో క్లర్క్లుగా శిక్షణ పూర్తి చేసుకున్న 10 మంది మహిళలు, నిబంధనల్లో భాగంగా వైద్య పరీక్షల నిమిత్తం స్థానిక ఆసుపత్రికి వెళ్లారు. అక్కడి గైనకాలజీ విభాగంలో వైద్యులు, సిబ్బంది వారిని ఒకే గదిలో వివస్త్రలుగా నిల్చోబెట్టి పరీక్షించారు. అవివాహితులకు గర్భ నిర్ధారణ పరీక్షలు చేశారు. వారిని అభ్యంతరకర ప్రశ్నలతో అవమానించారు. ఈ ఘటన ‘సూరత్ మున్సిపల్ ఇన్స్టిట్యూట్ ఆఫ్ మెడికల్ ఎడ్యుకేషన్ అండ్ రీసెర్చ్’లో గురువారం జరిగింది. దీనిపై వారు సూరత్ మున్సిపల్ కమిషనర్కు ఫిర్యాదు చేశారు. దాంతో, విచారణ జరిపి సమగ్ర నివేదిక ఇవ్వాలని ఆదేశిస్తూ కమిషనర్ కమిటీని నియమించారు. ట్రైనీ క్లర్క్లపై జరిగిన ఈ అమానవీయ ఘటన∙విమర్శలకు కారణమైంది. శిక్షణ అనంతరం విధులను నిర్వర్తించేందుకు అవసరమైన శారీరక సామర్ధ్యం వారికి ఉందా? లేదా? అనే విషయాన్ని నిర్ధారించేందుకు ఎస్ఎంసీలో క్లర్క్లుగా ఎంపికైనవారికి తప్పని సరిగా చేస్తారు. అయితే, వైద్య పరీక్షలకు తాము వ్యతిరేకం కాదని, కానీ పరీక్షలు జరిపిన తీరే అభ్యంతరకరంగా ఉందని ఎస్ఎంసీ ఉద్యోగ సంఘం విమర్శించింది. ప్రతీ మహిళకు ప్రత్యేకంగా, ఒంటరిగా పరీక్షలు జరపడం పద్ధతి. అక్కడి డాక్లర్లు అభ్యంతరకర రీతిలో గర్భధారణపై ప్రశ్నలు అడిగారని సంఘం ప్రధాన కార్యదర్శి చెప్పారు. -
విడిదిలో వింతలు!
సాక్షి, మచిలీపట్నం(కృష్ణా ): దేవుడు వరమిచ్చినా.. పూజారి కనికరించలేదన్న చందంగా మారింది ఉన్నతాధికారుల క్యాంపు కార్యాలయాల పరిస్థితి. కిందిస్థాయి సిబ్బంది వింత పోకడల వల్ల కలెక్టర్, జేసీ క్యాంపు కార్యాలయాలతో పాటు కలెక్టరేట్లో పాలన గాడి తప్పుతోంది. ప్రభుత్వ విడిది కార్యాలయాల్లోని కొందరు సిబ్బంది వింత పోకడలు పోతున్నారు. అధికారులు ఎంత మంది మారినా మేం మాత్రం ఇక్కడే ఉంటామనే రీతిలో తిష్ట వేస్తున్నారు. ఏళ్ల తరబడి ఆయా కార్యాలయాల్లో పని చేస్తున్న సీసీ (క్యాంప్ క్లర్క్) లు విధులు నిర్వహిస్తూ అక్కడే పాతుకుపోతున్నారు. దీంతో ఏ అధికారి వచ్చినా, సమస్యలపై వచ్చే ప్రజలైనా ముందుగా సీసీలను ప్రసన్నం చేసుకోక తప్పని పరిస్థితి నెలకొంది. సీసీల అనుమతి లేనిదే ఉన్నతాధికారిని కలిసే ప్రసక్తే లేదని పలువురు జిల్లా అధికారులే బాహాటంగా చెప్పుకుంటున్నారు. కలెక్టర్ క్యాంప్ కార్యాలయంలో డీటీ కేడరు, సీనియర్ అసిస్టెంట్ కేడరులోని సీసీలు ఉన్నప్పటికీ డెప్యూటీ తహసీల్దార్ కేడర్లో ఉన్న ఓ సీసీ మాత్రం క్యాంపు కార్యాలయానికే పరిమితమై తనదైన శైలిలో విధులు నిర్వహిస్తున్నారు. జేసీ విడిది కార్యాలయాల్లో ఇద్దరు డీటీలు, ఇద్దరు సీనియర్ అసిస్టెంట్లు సీసీలుగా వ్యవహరిస్తున్నారు. అధికారులు ఎందరు మారినా వీరు మాత్రం అక్కడే పాతుకుపోయారు. కొత్తగా వచ్చిన అధికారికి, వెళ్లిపోయిన ఆఫీసర్తో సిఫార్సు చేయించుకుని తమదైన శైలిలో చక్రం తిప్పుతున్నారు. జిల్లా అధికారులకూ తప్పని తిప్పలు.. ఉన్నతాధికారులను కలవాలంటే జిల్లా అధికారులైనా ముందుగా సీసీలకు ఫోన్ చేసి వారు రమ్మంటేనే వెళ్లి కలవాల్సిన పరిస్థితి ఉంది. ఈ సీసీలను ప్రసన్నం చేసుకోకపోతే సార్ బిజీగా ఉన్నారని సమాధానం చెబుతున్నారు. లేదా మీటింగ్లో ఉన్నారనే సమాధానం వస్తోంది. ఆ జిల్లా అధికారికి ముఖ్యమైన సమస్యపై చర్చించాల్సి ఉన్నా వేచి ఉండక తప్పడం లేదు. అంతేకాకుండా క్యాంపు కార్యాలయాల ‘నిర్వహణ’పేరుతో జిల్లా అధికారులకు ‘ఇండెంట్లు’కూడా తప్పటం లేదనే వాదనలు వినిపిస్తున్నాయి. కలెక్టరేట్లోనూ ఇదే పరిస్థితి.. క్యాంప్ కార్యాలయాలతోపాటు కలెక్టరేట్లో కీలక విధులు నిర్వహిస్తున్న సిబ్బంది కొందరు ఏళ్ల తరబడి పాతుకుపోయారు. వీరి వల్ల అధికారులు, ప్రజలు పలు ఇబ్బందులు పడుతున్నారు. ఉన్నతాధికారుల పరిపాలన సక్రమంగా నిర్వహించాలంటే వీరి విధి నిర్వహణ మెరుగుపరుచుకోవాల్సిన అవసరం ఉంది. క్యాంప్ కార్యాలయంలో ఉన్న సిబ్బందితో పాటు కలెక్టరేట్లోని ముఖ్య విభాగమైన ‘ఎ’సెక్షన్లో ఎ–3 గా పని చేసి ఎంయూడీఏ కార్యాలయానికి బదిలీ అయినప్పటికీ ఇంకా ఆ సీటుతోనే సంబంధాలు పెట్టుకుని విధులు నిర్వహిస్తున్నారన్న ఆరోపణలు వెల్లువెత్తుతున్నాయి. ఆయన ఉద్యోగపర్వం మొత్తం ఇదే సెక్షన్లో కొనసాగటం గమనార్హం. అయితే ఇటీవల బదిలీ అయినప్పటికీ సదరు ఉద్యోగి ఎ–3 సీటు వ్యవహారాలను చక్కబెడుతున్నారని ఉద్యోగులు గుసగుసలాడుకుంటున్నారు. అటెండర్, వీఆర్ఏ, వీఆర్వో స్థాయి ఉద్యోగుల వ్యవహారాలు చూసే ఏ–7 సీటులో ఇంత వరకు పూర్తిస్థాయి సిబ్బంది లేకపోవడంతోనూ ఆయా క్యాడర్ ఉద్యోగులు ఇబ్బందులు పడుతున్నారు. ఇప్పటికైనా కలెక్టర్ ఏఎండీ ఇంతియాజ్, నూతన జాయింట్ కలెక్టర్గా బాధ్యతలు స్వీకరించే మాధవీలత, డీఆర్వో ఎ. ప్రసాద్ దృష్టి సారించి ప్రక్షాళన చేయాల్సిన అవసరం ఉందనే అభిప్రాయం పలువురి నుంచి వ్యక్తమవుతోంది. మార్పులు చేస్తాం.. ప్రజలు, అధి కారులు వచ్చి ప్రతి సమస్యను నాకు వివరించటం జరుగుతోంది. అయితే కొంత మేర సమస్య ఉన్నట్లు నా దృష్టికి కూడా వచ్చింది. దీనిపై మరింత దృష్టి సారించి త్వరలో మార్పులు చేస్తాను. – ఏఎండీ ఇంతియాజ్, జిల్లా కలెక్టర్ -
బెత్తెడు జీతం..దుర్భర జీవితం
చింతలపూడి : దేశానికి పట్టుకొమ్మలైన గ్రామాల్లోని పంచాయతీ పాలన ప్రభుత్వాలు అనుసరిస్తోన్న విధానాలతో కుంటు పడుతోంది. ప్రభుత్వానికి పన్నులు వసూలు చేయడంలో ఉన్న శ్రద్ధ పంచాయతీల్లో పని చేస్తోన్న ఉద్యోగులపై ఉండటం లేదు. ముఖ్యంగా మైనర్ గ్రామ పంచాయతీల్లో 30 ఏళ్లుగా పని చేస్తోన్న కార్మికుల(పార్ట్టైం గుమస్తాల) వెతలు అన్నీ, ఇన్నీకావు. కనీస వేతనాలు లేక కుటుంబాలను పోషించుకోలేక అర్ధాకలితో అలమటిస్తున్నారు. ఉద్యోగ భద్రత లేక దినదిన గండం నూరేళ్లాయుష్షు అన్న చందంగా దుర్భర జీవితాలను గడుపుతున్నారు. జిల్లాలో 908 గ్రామ పంచాయతీలు ఉన్నాయి. పోయినోళ్లు పోగా 98 మంది పంచాయతీ గుమస్తాలు మాత్రం ఇంకా ప్రభుత్వం తమ సర్వీసులను క్రమబద్ధీకరిస్తుందన్న గుడ్డి ఆశతో కాలం వెళ్ల దీస్తున్నారు. రాష్ట్రవ్యాప్తంగా 480 మంది పని చేస్తున్నట్టు అంచనా. వీరు కాక కంప్యూటర్ ఆపరేటర్లు, బిల్ కలెక్టర్లు, పారిశుద్ధ్య కార్మికులు, ఇతరత్రా పని చేస్తున్న సిబ్బంది వేలల్లో ఉన్నారు. పేరుకే పార్ట్ టైం పేరుకు పార్ట్టైం గుమస్తాలే కాని వారు చేసేది మాత్రం ఫుల్టైమ్ ఉద్యోగాలే అని చెప్పవచ్చు. పంచాయతీల్లో ఇస్తున్న అరకొర జీతాలతో వెట్టి చాకిరీ చేస్తూ వీరు తమ జీవితాలను వెళ్ల దీస్తున్నారు. తమను రెగ్యులర్ చేయమని ప్రభుత్వాలు మారినప్పుడల్లా వేడుకొంటున్నా ఎవరూ వీరి గోడు పట్టించుకోవడం లేదు. ఏళ్ల తరబడి పనిచేస్తూ రిటైర్మెంట్ స్టేజీకి చేరినా వీరి సమస్యలు మాత్రం పరిష్కారం కావడం లేదు. సర్పంచ్ల దయా దాక్షిణ్యాలపైనే వీరి ఉద్యోగాలు ఆధారపడి ఉంటాయి. ఉదయం నుంచి సాయంత్రం వరకు పంచాయతీ పనులతో పాటు సర్పంచ్ల సొంత పనులు కూడ వీరే చేసి పెట్టాల్సి ఉంటుంది. లేదంటే ఎక్కడ ఉద్యోగాలు పోతాయోనని వీరి భయం. సర్పంచ్లు మారినప్పుడల్లా వీరి మనుగడ ప్రశ్నార్థకంగా మారుతోంది. అంతేకాక ఏటా జిల్లా పంచాయతీ అధికారి అనుమతి తీసుకుని తమ పోస్టులను కొనసాగించుకోవాల్సిన దుస్థితిలో గుమస్తాలు ఉన్నారు. ఇంటి పన్నులు, నీటి పన్నులు, బందెల దొడ్ల నిర్వహణ, తాగునీటి సరఫరా, పారిశుధ్య పనులు చేయించడం అన్నీ వీరే చూసుకోవాలి. ఇంతచేసినా వీరికి ఇస్తున్న జీతాలు మాత్రం నెలకు ఆరు నుంచి పది వేల రూపాయలు మాత్రమే. మైనర్ పంచాయతీల్లో ఈ మాత్రం జీతాలు కూడ ఇవ్వలేక రెండు, మూడు పంచాయతీలకు కలిపి ఒక గుమస్తాను ఏర్పాటు చేసుకుంటున్నారు. దీంతో పని భారం పెరిగి, చాలీచాలని జీతాలతో అరకొర జీవితం సాగిస్తూ అనేక సమస్యలు ఎదుర్కొంటున్నారు. కనీస వేతన చట్టం కూడా వీరికి వర్తించడం లేదు. 1993 నవంబర్ 25న అప్పటి ప్రభుత్వం విడుదల చేసిన జీఓ ప్రకారం ఆ తేదీ నాటికి ఇన్ సర్వీస్లో ఉన్న పార్ట్టైమ్ కార్మికులను రెగ్యులర్ చేయాల్సి ఉంది. కాని ఆ జీఓను అమలు చేయరు. 2017 జూలైలో ప్రస్తుత పంచాయతీరాజ్ కమిషనర్ రామాంజనేయులు ఏళ్ల తరబడి పని చేస్తున్న పంచాయతీ గుమస్తాలను అసిస్టెంట్ కార్యదర్శులుగా నియమించవచ్చునని పంచాయతీరాజ్ ప్రిన్సిపల్ సెక్రటరీకి నివేదిక కూడా ఇచ్చారు. ప్రస్తుతం ఆ నివేదిక పీఆర్ జాయింట్ సెక్రటరీ వద్ద పెండింగ్లో ఉందని ఉద్యోగులు చెబుతున్నారు. గ్రామ పంచాయతీ ఉద్యోగులు వెట్టి చాకిరీలో మగ్గడానికి ప్రభుత్వాల విధానాలే కారణం. గ్రామ పంచాయతీలకు రావలసిన నిధులను సకాలంలో విడుదల చేయకపోవడం, పంచాయతీల పరిపుష్టికి తోడ్పాటు అందించడంలో ప్రభుత్వాలు విఫలం చెందుతున్నామని విమర్శలు వస్తున్నాయి. 73వ రాజ్యాంగ సవరణ ప్రకారం పంచాయతీల అధికారాలను, నిధులను విడుదల చేయక పోవడం ఫలితంగా సిబ్బందికి జీతాలు కూడ ఇవ్వలేని దుస్ధితిలో మైనర్ గ్రామ పంచాయతీలు ఉన్నాయి. ఇప్పటికైనా తమ సర్వీసుల్ని రెగ్యులర్ చేసి పంచాయతీల అబివృద్ధికి చర్యలు తీసుకోవాలని వీరు ప్రభుత్వాన్ని విజ్ఞప్తి చేస్తున్నారు. -
